Subdivision permit

Any cadastral operation, i.e. any division, subdivision, resubdivision or new division, replacement, correction, correction with creation of one or more lots, cancellation, correction, addition or replacement of lot numbers, carried out under the Cadastre Act (R.S.Q. chapter c-1) or articles 3021, 3029, 3030, 3043 or 3045 of the Civil Code, is prohibited without first obtaining a subdivision permit.

Building permits

All construction, conversion or extension projects, as well as the construction or modification of a low wall or retaining wall if an engineer is required for its design, are prohibited without a building permit.

Here are the main documents that must be submitted to the municipality to obtain a building permit:

  • Site plan
  • Plans, elevations, cross-sections, sketches and specifications required for a clear understanding of the project
  • Work specifications

Other documents may be required depending on the type and location of the project.

Certificate of authorization for building repairs

All building repair projects are prohibited without a certificate of authorization.

For a complete list of information and documents that must be submitted to the municipality, please refer to Permits and Certificates By-law no. 2024-10, section 33.

Certain maintenance and repair work on a building is exempt from the requirement to obtain a certificate of authorization, provided that the foundations, partitions and framework are not modified or the floor area and volume are not increased, and that the work in question does not require the intervention of a plumber or electrician.

Certificate of authorization for a septic installation

Any project to build or modify a septic system requires a certificate of authorization.

Here are the main documents that must be submitted to the municipality:

  • A site plan
  • A certificate of soil permeability
  • A work estimate

Certificate of authorization for the installation of a ground or surface water catchment system or a geothermal energy system

Any construction or modification project involving the installation of a ground or surface water catchment system or a geothermal energy system is prohibited without a certificate of authorization.

Here are the main documents that must be submitted to the municipality:

  • A site plan
  • A work estimate

Certificate of authorization for the construction of a driveway between a street and a building

The construction of a driveway or access road to a property or parking area is prohibited without a certificate of authorization.

Please refer to Section 129 of Zoning By-law No. 2024-06 before planning any work on steep or very steep slopes.

Certificate of authorization for the construction, installation or replacement of a pool or spa and the installation of a structure giving or preventing access to a pool

The construction, installation or replacement of a pool or spa, or the installation of a structure giving or preventing access to a pool, is prohibited without a certificate of authorization.

Certificates of authorization for works, constructions and structures on the shores of lakes and watercourses, in wetlands, on the shoreline and in flood-prone areas

All works, constructions and structures on or above the shores of lakes and watercourses, in wetlands, in and above the littoral zone and in and above flood zones are prohibited without a certificate of authorization. For certain types of work, you will be required to submit studies, plans and/or specifications prepared by a professional before obtaining authorization.

Certificate of authorization for backfilling or excavation work

Anyone wishing to carry out backfilling, landscaping, or excavation work, over an area of more than 100 square metres, must first obtain a certificate of authorization.

However, work related to agricultural activities in a green (agricultural) zone, to activities located in a quarry or sandpit, to an environmental emergency or to maintenance for public purposes is exempt from the requirement to obtain a certificate of authorization.

Certificate of authorization for tree felling for non-commercial purposes

With the exception of agricultural zones (A), agroforestry zones (AF1, AF2), extraction zones (EX) and unstructured blocks (ID and IDR), all tree felling for non-commercial purposes is prohibited without a certificate of authorization.

Certificate of authorization for the felling of trees for commercial purposes

Any project to cut down trees for commercial purposes by more than 10% of the commercial wood stems on a lot with a surface area of 5,000 m2 (53,821 ft2) or more, per 10-year period, is prohibited without a certificate of authorization.
