Urban Plan
The Urban Plan is the municipality’s official planning document. It establishes the guidelines for the spatial organization of the municipality, while presenting an overall vision of land use.
The Urban Plan directly determines the content of all planning by-laws, including zoning and subdivision by-laws, which must be compatible with the orientations and development intentions set out in the Plan.

Zoning by-law
Zoning by-law divide the territory into zones, in order to control the use of land and buildings, as well as the layout, form and appearance of constructions.
Zoning enables the municipal council to:
- Divide the territory into as many zones and zone sectors as it deems necessary;
- Classify uses and constructions according to criteria it deems appropriate, including environmental (nuisance, load-bearing capacity), functional (preferred location), aesthetic (architectural features) and socio-economic (impact on the local population, economic profitability) criteria;
- Regulate land use in each zone, notably by prohibiting or authorizing constructions and uses.

Subdivision by-law
Through its subdivision by-law, the municipality defines standards for lot division and road layout, regulates or prohibits cadastral operations and imposes conditions on the approval of a plan relating to a cadastral operation.
The subdivision by-law makes it possible to:
- Control the subdivision of lots within the territory;
- Restrict the subdivision of certain sectors;
- Regulate roadways.

Construction by-law
The construction by-law regulates the building industry, but only to adopt higher standards for buildings or elements not covered by the Quebec Construction Code.
Building regulations control the quality, durability and safety of a building’s structure by regulating what materials are permitted and how they are assembled. In fact, it aims to govern the building itself, as an assembly of materials.

By-law on building permit conditions
The by-law on building permit conditions imposes certain requirements prior to the granting of a building permit. These conditions may vary from one part of the territory to another, and relate in particular to the cadastre and the presence of infrastructures.

The Permits and certificates by-law establishes the administrative terms and conditions governing the issuance of permits and certificates and authorizes the carrying out of projects covered by urban planning by-laws.
