North Hatley and Canton de Hatley to conduct merger study

A recurring topic

The possible merger between Canton de Hatley and North Hatley has been a recuring topic.  The idea has been suggested, over the last years, by citizens and some local and provincial elected officials.  The municipalities physical proximity and many common files have the topic resurface regularly.

Opinions and facts

The idea of a merger almost immediately provokes an opinion in individuals, whether they be involved in municipal administration or not.  This having been said, whether we are instinctively for or against the idea, there is a missing element : an objective and expert analysis of the facts and data to support one’s position.

Financial aspects

The first concern is financial.  We can’t hide from the fact that Canton de Hatley and North Hatley have very distinct financial realities.  Can these realities be reconciled in a way that is advantageous to both municipalities?  What would be the impact on citizens taxes? What other financial benefits or drawbacks might there be?  At first glance we might all pronounce our own judgement.  On the other hand, a study will allow us, one way or another, to provide the financial aspects debate with some reliable & shared information.

Cooperation and independence

The municipalities of Canton de Hatley and North Hatley already share many files.  Whether it be for garbage collection, water treatment or many others.  However, both municipalities also have their distinct identities.  This more fundamental question and others are not set aside but would be part of a larger reflection if the results of the study invite us to move forward.

Financial assistance

The ministry of municipal affairs refunds 50% of the cost a municipal merger study , up to 10 000 $.  To receive the financial assistance, a consultant needs to be hired by both municipalities and a copy of the municipal resolutions authorizing such a study must be submitted.

Proactive study
It’s important to mention that this study is not part of a merger process, which has its own well defined legal process.  The goal is to help us know if such a process might be considered.

We think it’s important to be proactive and take advantage of any opportunities for the municipality.  That’s why we want to take advantage of the fact that such a study might be financed at 50% by the government, with the other 50% being shared equally with North Hatley.

We hope to see clear on this issue.  Do the facts invite us to consider, yes or no, an eventual merger process?
